Sam Fine does a fabulous job of detailing how to fill in sparse eyebrows...he suggests always using a pencil to fill in your brow for better control! MAC has great mechanical brow pencil...I use "Spiked!" Also, you can buy Sam Fine's full makeup DVD at Amazon.com!
